MENASHA, WI (WTAQ-WLUK) — A woman accused of striking a pedestrian in a Menasha parking lot and leaving the scene has been arrested in Missouri and is awaiting extradition back to Wisconsin, police said.
The Menasha Police Department was dispatched Aug. 24, to the parking lot of Lake Park Swim & Fitness, 730 Lake Park Road, for a report of a pedestrian struck by a vehicle. Police said the pedestrian suffered multiple fractures, contusions and lacerations.
Investigators later identified the suspect as Kathleen A. Clapper, born July 22, 1978. Police said information gathered during the investigation indicated Clapper had left the state. The suspect vehicle was entered into the Transaction Information for Management of Enforcement system as wanted in connection with the felony investigation.
On Oct. 1, 2026, Menasha police said they were advised that Clapper was taken into custody by the Farmington Police Department in Missouri after information provided to Farmington through license plate reader technology. Police said Clapper is awaiting extradition back to Wisconsin.
Police said charges of aggravated battery, first-degree reckless injury and hit-and-run involving a vehicle have been recommended to the Calumet County District Attorney’s Office.
Menasha Police Chief Matthew Albrecht said, “Public safety is, and will always remain a top priority for our agency. We are committed to acting when individuals choose to engage in conduct that threatens the safety and well-being of others”. He added, “This investigation highlights the value of LPR technology”.
The Menasha Police Department thanked the Farmington Police Department for its role in the investigation, saying the partnership was critical because the case extended across jurisdictional lines.
