(WTAQ-WLUK) — Five Wisconsin residents have been charged as part of the Department of Justice 14-day crackdown on healthcare fraud.
The three suspects with national charges are from the general Milwaukee area, with two charged in the Eastern District of Wisconsin.
Jasmine Cooper:
The first is 37-year-old Jasmine Cooper of Brown Deer, Wisconsin, who has been charged with healthcare fraud and aggravated identify theft.
The DOJ says Cooper was authorized to run a prenatal care coordination agency to help at-risk pregnant women and women with children.
She is accused of submitting thousands of false claims, amounting to an estimated $5.8 million in fraudulent charges of Wisconsin Medicaid.
$5.4 million of those charges were paid.
Cooper’s case, like the other two Wisconsin suspects, are ongoing.
Jerry Jones III:
The other suspect charged in the Eastern District of Wisconsin is 70-year-old Jerry Jones III of Mequon, Wisconsin.
He is charged with conspiracy to distribute controlled substances.
The DOJ says Jones was a medical provider authorized to distribute controlled substances for medical care.
He is accused of conspiring to distribute controlled substances between January 2021 and September 2025, outside typical professional practice. The substances include amphetamine-dextroamphetamine, methylphenidate, buprenorphine, diazepam, lorazepam, alprazolam, and pregabalin.
The DOJ claims Jones distributed 143,282 units of Schedule III controlled substances, 35,944 units of Schedule IV controlled substances, 12,885 pills of Adderall, 2,374 units of Schedule V controlled substances, and 8,121 pills of Ritalin.
Jones has agreed to forfeit $294,850.72 in proceeds from the sales.
Jimmy Davis Jr.:
43-year-old Jimmy Davis Jr. from Milwaukee, Wisconsin, and JD Davis Enterprises, LLC, have been charged with healthcare fraud in the Western District of Wisconsin.
The DOJ says the charges are in connection with a scheme to defraud the Wisconsin Medicaid program.
According to the indictment, Davis operated the business that provided non-emergency medical transport.
He is accused of unlawfully obtaining Wisconsin Medicaid funds by submitting fraudulent claims for reimbursement from May 2022 through January 2024.
Two Wisconsin residents have also been charged in state court.
Zambia Bell:
48-year-old Zambia Bell from Milwaukee, Wisconsin has been charged with theft by fraud and medical assistance fraud.
According to the DOJ, the fraud amounted to $311,112.
Bell is accused of fraudulently billing medicaid for personal and home care services from January 2015 through April 2023 that were not rendered.
Several of the claims Bell submitted exceeded 24-hour workdays.
Carolyn Franco:
46-year-old Carolyn Franco from Baldwin, Wisconsin was charged with theft by fraud and medical assistance fraud, amounting in $16,285.48 in medicaid fraud.
The criminal complaint claims Franco fraudulently billed medicaid for personal and home care services from March 2023 through April 2024, that she could not have rendered due to being out of state.
