GREEN BAY, WI (WTAQ-WLUK) – A Green Bay Correctional Institution inmate facing nearly two dozen charges for allegedly repeated exposing himself to female staff members is competent to stand trial, a judge ruled Friday.
Zurich Simmons, 48, faces 23 counts of lewd & lascivious behavior – exposure for incidents between March 21 and June 13, 2023. The criminal complaint refers to as many as 89 incidents, but some were outside of the statute of limitations.
Competency refers to Simmons’ ability to understand the court proceedings and assist in his own defense.
No trial date was set Friday. Summons returns to court Dec. 12.
In each case, female prison staff members reported Simmons would intentionally expose and touch himself when they were present, the complaint states.
Court records show Simmons has previous convictions for attempted sexual assault of a child and other charges.
